Synopsis

The day starts off with everyone doing normal chores, but things are cut short when the power mysteriously goes out in Tokyo-3. The three Children must find their way back to headquarters with the overconfident guidance of Asuka. While Hyuga is in the city above, he hears from a U.N. plane flying overhead that another Angel is approaching and makes his way to NERV to start the manual activation of the Evas.

Ritsuko and Maya Ibuki, both NERV's scientists, unintentionally meet up with Commander Kouzou Fuyutsuki on their way home via the Tokyo-3 loop line. Fuyutsuki is on important business due to represent Commander Ikari in a city council meeting.

Ritsuko makes small talk by casually mentioning the city's up-coming election, but soon learns from the Commander that the election is effectively irrelevant. Apparently the MAGI, the same three supercomputers that NERV uses, are now responsible for most of the city's decision making. Commander Fuyutsuki then asked Ritsuko if she is planning to activate Eva unit 0 and she said yes. 

They are in the process of the reactivating Eva unit 0 when suddenly the power went out. Ritsuko and Commander Ikari thinks that a person is responsible for this. 

Meanwhile, a new angel has arrived and it is heading towards Nerv headquarters.

The children are on their way to Nerv headquarters. They used their ID to enter but the doors didn't open. They realized that the power is out. They decide to use a manual door. Shinji got it open and they started to head towards the command center. 

The military people are now getting nervous that Nerv hasn't deployed the Evas. Also they can't contact them because Nerv's phone line is also dislocated. They decide to send a ship to warn Nerv. One Nerv employee heard this and starts to head towards the command center as well. He arrives in the command center and warns them about the angel. Commander Ikari leaves and tells Fuyutsuki that they will do a manual launch with the Evas. He prepared everything and all they need now is the pilots. 

The pilots arrive and they got into their Evas. They head towards the area where they could head up into the city but the angel is secreting acid. This made it impossible for them to get a foothold on the wall. Asuka then thinks of a crazy idea. She said that she will block the acid while Rei gets their rifles from the bottom. When she gets it, she throws it to Shinji and he was able to use the rifle to destroy the angel.
